I am pleased to announce that NMSU will use Higher Education Emergency Relief Funds (HEERF) to support 23 COVID-19 Performance Fund proposals for the upcoming year, representing a total disbursement of $6.3 million (see attachment). Each of these proposals align with NMSU LEADS 2025 goals and with the allowable uses of HEERF funds. Of the 124 proposals submitted, 33 met both of these criteria. In addition, colleges will share $1 million in HEERF funds for teaching assistantships. Finally, institutional allocations to the offices of the Chancellor, Provost and Academic Affairs, Student Success and Enrollment Management, Vice President for Research and Graduate School, and Administration and Finance amounted to $4.7 million (see attached PDF). The total HEERF allocation, to date, is $12.1 million.
These proposals were reviewed by the Office of the Vice President for Research and Graduate School (VPRGS) and Sponsored Projects Accounting (SPA) to ensure that they met all requirements. The university’s executive team elected to fund as many of the eligible proposals as possible by reducing the funding level for some projects from their proposed amounts, following priorities set by the provost and vice presidents.
For those who were awarded funding, and by July 9, please:
- Revise the budget and proposal to include IDC and satisfy any changes requested during the review process;
- Review revisions with your dean and provost or division vice president; and
- Schedule a follow-up meeting with SPA to ensure that you understand the allowable uses of HEERF funds.
For those who were not awarded funding, thank you for your participation. We received many worthy proposals totaling close to $60 million, including IDC. Unfortunately, HEERF limited our flexibility, particularly regarding research and development (R&D) proposals. You will be hearing from VPRGS research development staff who will assist you in identifying external funding opportunities for your R&D ideas, if you have not already identified some.
The text of the final – revised, if necessary – awarded proposal shall serve as the deliverable for this internal award, and the department/college/unit must satisfy all components of the awarded proposal; the Office of the Vice President for Research and Graduate School at firstname.lastname@example.org must be notified immediately if, for any reason, the awarded proposal cannot be completed as awarded. Finally, guidance on progress reporting expectations will be forthcoming.
